Mitch Levine, President
Mitch Levine, Scott Sbrocco and Chris Vito founded J-Track, LLC on May 1, 2007 with Tom Iovino’s enthusiasm and backing. Mitch brings to J-Track nearly four decades of construction industry experience. After serving in the Marine Corps, Mitch began his career in the industry as a track laborer for Horn Construction. Mitch rose through the ranks over the years – working as a Foreman, General Foreman, Superintendent, and eventually President. Mitch’s expertise includes Ballast Track, Girder Track, Light Rail, Direct Fixation, Switch Building, as well as the latest design of low vibration track. His clients have included Long Island Rail Road, New York City Metropolitan Transportation Authority, Metro North, Amtrak-CSX, New Jersey Transit, Washington Metropolitan Area Transit Authority, and the Massachusetts Bay Transportation Authority in Boston.

Christopher A. Vito, Vice President
Christopher Vito brings over two decades of versatile railroad construction experience to J-Track. Prior to co-founding J-Track, Chris worked as a project manager for RailWorks Transit / M-Track Enterprises on a series of high-profile projects for clients such as New York City Transit and the Long Island Rail Road. Chris performed track work, constructed new rail yards, worked on new relay room buildings, and performed sewer, contaminated mass excavation and drainage work.
Chris’s prior work experience includes sheeting/shoring, excavation, sewer and water mains, concrete and foundation work for various locally-based companies. Chris is well-versed in heavy equipment operations and is a member of the International Union of Operating Engineers.

Scott Sbrocco, Vice President
Scott Sbrocco brings over 25 years of experience to J-Track. Scott received a B.S. in Civil Engineering from the University of Cincinnati and a professional engineers license from the State University of New York. He is a member of the American Society of Civil Engineers, a member of the New Jersey section of the Construction Institute for Civil Engineers, and a member of Local 15D – Operating Engineers surveyors. He has completed the OSHA 30-hour Construction Safety & Health and is MTA NYCT Track Safety Trained.
