We’re J-Track and we built our reputation on track construction. We’re proud of our iconic transit system projects and even prouder that it was the MTA that called us in for emergency storm repair work after Superstorm Sandy. Today, we are considered a formidable force in the broader heavy civil construction market. We’ve considered changing our name to reflect our expansion, but because we’ve had such a good track record with J-Track for over a decade, we’re sticking with it.

Leadership

What drives J-Track’s excellence, perseverance and dedication?  Leaders who live by the Marine Corp battle cry, Gung Ho, a fitting description of how everyone in the company, from the President down, enthusiastically collaborates, turns the difficult and the seemingly impossible into success, and succeeds where others fail.

Mitch Levine, President and Vice Presidents Christopher Vito and Scott Sbrocco have over 100 years combined expertise.  Their commitment to customer satisfaction, safety and on-time performance, along with their dedication to their highly skilled employees, has paved the way for their expansion and growth of services.

Mitch Levine

President

Mitch has 50 years of experience in track and heavy civil construction. After serving two Vietnam tours in the U.S. Marine Corp, he became a track laborer, rose through the ranks and in 2007 became co-owner and President of J-Track, LLC. Through his hard work and Marine Corp values, he built J-Track into a very successful and well-respected company.

The best description of Mitch is Gung Ho, and his live-by Marine Corp principle: “Enthusiastic, eager, work together in war & peace”. He is hands on, determined and the ultimate team player. Where others fail, J-Track has turned the difficult and impossible into success. Under his leadership, J-Track restored the MTA’s A-Line after Superstorm Sandy and lead the Long Island Railroad’s third-track construction. Constructing the Intrepid Museum’s new extended pier, building the new Police Academy in Queens, and structuring Con Edison’s gas mains throughout Queens are other highlights. Organizations know to call upon Mitch and his J-Track team to get the job done right.

Christopher Vito

Vice President

Chris has three decades of experience in project management, site supervision and engineering for heavy civil construction projects. His well-versed expertise and multi-faceted skills led him to co-founding J-Track, where he is responsible for developing bids and securing and managing multiple projects.

Chris is hands-on and oversees subway station rehabilitations, track installation, site utilities, signal work, sewer construction, tunnels and bridges. He has become the ultimate Project Manager for the construction of emergency track repair. His proudest accomplishments include:

  • New York City Transit (NYCT) after the A-Line was severely damaged by Superstorm Sandy
  • The construct piles and underground utilities for the New York City Policy Academy in College Point, NY
  • The rehabilitation of the Cortlandt Street Station, a Port Authority of New York and New Jersey project, that included a demolition and expansion of the station after it was damaged during the 9/11 attacks

Scott Sbrocco

Vice President

Scott is Co-Founder and a sought-after leader at J-Track, with more than 32 years of experience in heavy civil construction.  He is responsible for managing J-Track’s finances and business development, and is a constant source of guidance to project managers, keeping a pulse on all aspects of J-Track.

Scott’s diverse background and firsthand knowledge makes him uniquely qualified to support the team.  From a draftsperson at the Ohio Department of Transportation to an estimator and field engineer within the Heavy Division of J.A. Jones Construction, his project experience is broad and deep and includes major rail and track rehabilitations, subway station modernizations, rail yards, bus depots, signal projects, bridges and viaducts, as well as piers, dams and roadways for top clients such as New York City Transit, Port Authority of New York and New Jersey, Long Island Rail Road, CSX, and New York & Atlantic Railway.
